Nexarion joins regional dialogue on climate-resilient institutions

Nexarion took part in a regional dialogue on institutional resilience to climate shocks, joining practitioners from public administration, research and the private sector.

Much of the discussion focused on a gap that recurs across the region: adaptation planning is well developed at the level of infrastructure and technology, and thin at the level of the institutions expected to operate it. Drainage is designed, procured and built; the maintenance regime, the budget line that sustains it and the office accountable for it are frequently left unresolved.

Three points we raised

  • Resilience is a budgeting question before it is an engineering question — recurrent costs decide whether an asset survives its second year
  • Mandates overlap at district level in ways that stall response, and this is knowable in advance
  • Contingency plans that have never been rehearsed are documents, not capability
